Work through the task
The Odoo module page describes a progress bar in cart and checkout. Add an item below the threshold, then cross it and remove an item again. Compare the message at each step with the shipping fee on the final order.
Check the result
Test a customer on a different pricelist or destination. If the carrier excludes that destination, the promotion must not imply free delivery there.
